Newly Approved Cross Over – Reciprocity Policy

The cross over/reciprocity option is to be added to the requirements for exams in the Alpine, Nordic, Snowboard and Adaptive sections of the ASEA-C web site as follows:

For Alpine:

  • Level I – A Level III Certified Instructor from another discipline has the option of by passing the Level I Alpine Exam.
  • Level II Requirement – To take a Level 2 Certification in Alpine a candidate must be Alpine Level 1 Certified or Certified Level 3 in any other discipline.

For Nordic:

  • Level I – A Level III Certified Instructor from another discipline has the option of by passing the Level I Nordic Exam.
  • Level II Requirement To take a Level 2 Certification in Nordic a candidate must be Nordic Level 1 Certified or Certified Level 3 in any other discipline.

For Snowboard:

  • Level I – A Level III Certified Instructor from another discipline has the option of by passing the Level I Snowboard Exam.
  • Level II – Requirement: To take a Level 2 Certification in Snowboard a candidate must be Snowboard Level 1 Certified or Certified Level 3 in any other discipline.

For Adaptive:

  • Level I
    • A Level I, II or III Certified Instructor from another discipline may not bypass the Level I Certification Exam in the adaptive discipline due to the medical and disability knowledge required for the adaptive discipline.
    • An instructor from another discipline taking the Adaptive Functional Skiing Assessment may achieve Level I or Level II skiing/riding proficiency provided their skills meet the standard at the respective Level.
  • Level II – Requirement: To take a Level 2 Certification in Adaptive a candidate must have an Adaptive Level I certification due to the medical and disability knowledge required for the adaptive discipline.

Budget Impact:
Informing Level 3 certified instructors of their ability to bypass a Level 1 exam and take Level 2 exam in another discipline should increases the interest in becoming certified in another discipline. This would result in increased exam revenue. More instructors seeking certification or becoming certified in other disciplines also increase the need for continuing education clinics for enhancing skills and to maintain certification, increasing clinic revenue.

If a Level 3 chooses to bypass a Level 1 exam, as allowed, there will be a decrease in Level 1 exams taken and therefore a decrease in revenue will occur.

The possibility to increase revenues through exams and education clinics will probably outweigh the decline in exam revenue.

Supporting Rationale:

Central Division has used a Cross Over/Reciprocity option when a Level 3 Instructor in one discipline seeks certification in another discipline. All disciplines are being addressed in this motion.

The cross over/reciprocity option is not well known, has not been clearly defined to the member, nor is it noted on the website. This motion will provide every member access to the information of the cross over/reciprocity option. This motion considers the safety and quality of certification for all involved in taking exams and deems that it meets a very high standard in both catagories.
